Description:

Community Transit is looking for a knowledgeable and proactive Environmental Compliance Analyst to support agency-wide compliance with local, state, and federal environmental regulations. Reporting to the Environmental Health and Safety Manager, you’ll assist with vital tasks like inspections, reporting, environmental audits, and program development.

 

In this multifaceted role, you will:

 

  • Interpret and apply environmental regulations and permit conditions across agency operations
  • Conduct facility inspections, process audits, and stormwater/wastewater sampling
  • Identify and mitigate environmental risks by recommending corrective actions and improvements
  • Maintain and prepare documentation such as test data, work orders, monitoring reports, and assisting with permit applications
  • Assist with hazardous waste management and emergency spill response
  • Help coordinate with departments and vendors to provide environmental training, maintenance and repairs, and system updates

Essential Duties

Environmental Compliance Program:

  • Interpret and apply all relevant environmental policies, plans, and permit conditions.
  • Develop and suggest environmental programs for the agency, and division goals aimed at ensuring environmental compliance and supporting Community Transit’s long-term sustainability objectives.
  • Maintain required documentation, including work orders, invoices, lab reports, test results, etc.
  • Develop and recommend operational and process improvements and program enhancements.
  • Facilitate information exchange across departments and assist Project Managers with complex environmental compliance and improvement projects.

Environmental Compliance Assurance:

  • Ensure operations are performed in a manner consistent with permit requirements, local, state, and federal environmental regulations, and following industry best practices.
  • Assist in conducting process audits and inspections.  Document reviews of equipment and structures, and maintenance and operation activities at agency facilities.
  • Conduct inspections at facilities and off-site locations.  Monitor stormwater, wastewater, and underground storage tank systems and equipment information.  Conduct stormwater and wastewater sampling.  Recommend needed maintenance.  Prepare inspection and monitoring reports.
  • Help to identify potential equipment or operational problems.  Research and recommend action steps and opportunities for improvement. 
  • Support the operation and maintenance of stormwater pollution controls and ensure all known, available, and reasonable methods of prevention, control, and treatment (AKART) of stormwater pollution are applied, where practicable.
  • Assist in monitoring and managing the storage and disposal of hazardous and dangerous waste and the universal waste management program, ensuring proper storage and disposal procedures.  Prepare packaging with proper labeling and move dangerous, hazardous, and universal waste containers for transport.  May occasionally drive to transport wastes or retrieve packaging materials.
  • Track various materials and supplies.  Conduct file searches for invoices related to spray paint purchases and vacuum truck wastewater disposal.
  • Act as liaison with vendors and help with coordinating repairs and system updates.

Environmental Permits:

  • Gather data, provide metrics, and assist with preparing monitoring reports and permit applications.
  • Assist in the management of all agency operational environmental permits including stormwater, wastewater, air, and underground storage tank requirements.
  • Review and update the Spill Prevention, Control and Countermeasures, and Storm Water Pollution Prevention Plans, as directed.

Agency and Department Representative:

  • Represent Community Transit as technical contact when interfacing with vendors and inspectors.
  • Prepare documentation and draft correspondence to regulatory agencies for routine monitoring and reporting.

Procurement and Vendor Management:

  • Review and track billing for permits, services, supplies, and other purchases.
  • Coordinate with Procurement for solicitations to vendors/contractors, Project Managers, and consultants.  Review site plans and consultant’s work.  Monitor compliance with Agency priorities. 

Environmental Training:

 

Coordinate with the Training Division to track required training.  Assist in updating training materials when required by changes in regulations or operations.

 

Emergency Response:

 

Support the coordination and management of agency spill response and notification procedures.

Perform other duties of a similar nature or level.

Skills/Eligibility:

Minimum Qualifications

  • 3 years of increasingly responsible experience maintaining environmental compliance programs.
  • Demonstrated competency in interpreting and applying environmental regulations.
  • Valid Washington State driver’s license within 30 days of hire.

An equivalent combination of education and experience to successfully perform the job duties is also accepted.

 

Knowledge Requirements

  • Knowledge of current state-of-the-art practices in environmental engineering controls, pollution prevention, waste minimization, and industry environmental standards.
  • Broad understanding of environmental regulations, regulatory agency rules, and industry best management practices and how to apply these to operations.  Areas of environmental regulations generally include oversight and management of stormwater management systems; wastewater pretreatment systems; hazardous waste management; underground and aboveground storage tank systems; air emission sources; groundwater/soil remediation systems; and emergency response.
  • Practical application of engineering and environmental science concepts, techniques, procedures, and equipment.
  • Data collection, processing, modeling, management, analysis, stewardship, and reporting.
  • Project management.
  • Managing process improvement initiatives and guiding solutions to improve those processes.
  • Working knowledge of Microsoft Office products such as Word, Excel, PowerPoint, and Outlook.
