Parent Child Health Program Manager

The Position: Within state and agency policies, under the direction of the Division Director for Community Health, the incumbent is responsible for providing leadership and management for the Parent Child Health (PCH) and Nurse Family Partnership (NFP) Programs which includes several public health nursing programs: Home visiting services, Children and Youth with Special Health Care Needs, Childcare Consultation, and other programs as assigned. The position performs a variety of management functions including staff supervision, program planning, grant applications and reports, development of policies and procedures, quality assurance, community activities, budget coordination, and internal planning and coordination. The program manager is also responsible for direct supervision of the NFP Supervisor and general oversight of the program including maintaining the highest standard in clinical nursing practice and fidelity to the NFP model, and to policies, procedures, guidelines, and standards of NFP and of the agency. Duties involve extensive interaction with socio-economic and culturally diverse populations of clients, community-based agencies, medical personal and District staff to provide public health nursing services to clients and communities.

Hours: 40 hours per week – 100% FTE, requires occasional evening and weekend hours.

Status: Permanent full-time position. Exempt through the Fair Labor Standards Act.

Other: This position requires in-person interactions with staff and members of the public. After a successful in-house trial service period, typically after three months, a limited, hybrid remote work agreement may be established as mutually beneficial.

Skills/Eligibility:

Education & Experience

• Bachelor’s degree in nursing from a school with NLN accreditation that includes a Community Health component and possession of a valid license to practice as a Registered Nurse in the State of Washington; AND
• Six (6) years of progressively responsible and relevant professional experience, of which a minimum of two (2) years of supervisory/management experience is required: OR
• An equivalent combination of education, experience and professional certification may be qualifying provided the individual’s background demonstrates the required knowledge, skills, and abilities.

Preferred Qualifications

• Public health or community health nursing experience.

Knowledge of:

• Principles and practices of public sector organization and program operations;
• Project management, including planning, scheduling, monitoring, and problem solving;
• Federal, state, and local laws and regulations relevant to assigned areas/program(s);
• Trends, principles and practices within assigned specialized areas;
• Principles and practices of supervision, personnel development, and group dynamics;
• Principles of public relations and customer service;
• Thorough knowledge of public health principles and practices, and the role of public health in the community.

Skill and Ability to:

• Understand, interpret, explain and apply best practices, laws, rules and regulations within assigned specialized areas;
• Coordinate, organize, and prioritize work, follow directions, instructions and protocol in the course of duties assigned;
• Make timely decisions considering relevant factors and evaluating alternatives, exercising discretion and sound independent judgment;
• Gather and analyze data and develop clear, concise and comprehensive reports, correspondence and other written materials;
• Communicate orally and in writing to a variety of audiences in a clear, comprehensive, effective and professional manner;
• Plan, direct and evaluate the work of staff;
• Create and meet schedules, time lines and work independently with little direction;
• Utilize computers and related software and automated equipment to produce documents and reports, typing with sufficient speed and accuracy to accomplish assignments in a timely manner;
• Perform duties in confidence and under pressure for deadlines, and to maintain professional composure and tact, patience and courtesy at all times;
• Work effectively in a dynamic environment that is constantly changing, resulting in continually re-evaluating and shifting priorities; and
• Work both independently and within a collaborative team-oriented environment; contribute openly, respectfully disagree, understand the ideas of others, listen well and work for consensus.

Licenses, Certificates, & Other Requirements

• Possession of a valid license to practice as a Registered Nurse in the State of Washington is required.
• Performance of job duties requires driving on a regular basis, a valid Washington State driver license, use of a reliable personal vehicle, and proof of appropriate auto insurance.
• All required certificates, registrations, or licenses must be maintained in an active status without suspension or revocation throughout employment.
